## Abstract

Humanity’s trajectory in the 21st century hinges on a profound paradigm shift in our relationship with the environment. This paper synthesizes two emerging frameworks – Whitehead’s Law of

Unthinking (LoU) and the Holographic Negentropic Framework (HNF) – to articulate a scientifically grounded and actionable blueprint for moving from a reactive environmental protection paradigm to one of proactive planetary thriving. Drawing on first principles of physics, thermodynamics, information theory, computation, and systems science, we demonstrate that the automation of complex operations (“unthinking”) and the negentropic (ordercreating) management of information are not just philosophically interesting, but physically necessary for sustaining complex systems.

We analyze how LoU, a principle originally noting that “civilization advances by extending the number of important operations which we can perform without thinking about them,” can be formalized as a thermodynamic imperative for efficiency and progress. We then examine HNF as a unifying meta-framework that combines information thermodynamics, the holographic principle, and the Law of Unthinking into a model for adaptive, resilient system governance. Merging these frameworks, we outline an “Environmental General Intelligence”

(EGI) architecture – a planetary-scale cybernetic system with a holographically encoded model of Earth’s processes and automated decision-making loops to maintain and enhance the health of the biosphere. This paradigm, termed Environmental Thriving, is shown to align with the arrow of time and evolutionary dynamics, embracing change and creation rather than resisting them. The paper discusses testable hypotheses for this integrated framework, links to established theories (e.g. Free Energy Principle, Panarchy, Ostrom’s law of commons), and addresses ethical and implementation challenges. Our findings suggest that by harnessing LoU and HNF, humanity can transition from playing defense against ecological decline to engineering a future of regenerative abundance, in which civilization’s advance is synonymous with the flourishing of life on Earth.

## 1. Introduction: From Environmental Protection to

Environmental Thriving In the latter half of the 20th century, the dominant approach to environmental management has been one of “sustainability”, characterized by mitigation, protection, and the attempt to maintain a steady state in the face of mounting human impacts. This reactive paradigm, while well-intentioned, is fundamentally limited: it seeks to minimize damage and hold the line, but offers no vision for improving the underlying vitality of natural systems. As a result, despite decades of environmental regulations and international agreements, key indicators of planetary health continue to decline. Climate change accelerates, biodiversity erodes, and pollution accumulates, suggesting that a purely defensive strategy is insufficient. Indeed, as physicist

David Deutsch and others have argued, aiming only to sustain (in the sense of keeping things from changing) is ultimately a losing battle against entropy and time.

A paradigm shift is emerging – one that moves beyond sustainability-as-stasis toward an active partnership with the dynamics of nature. This new paradigm can be described as Environmental

Thriving, a philosophy of proactive regeneration and co-evolution rather than mere preservation. Environmental Thriving envisions humanity as a constructive agent in the Earth system, enhancing the resilience and abundance of ecosystems while meeting societal needs. In contrast to the mindset of limits and fear that often underpins sustainability rhetoric, the thriving paradigm is rooted in optimism, innovation, and alignment with life’s inherently creative processes. Crucially, this shift is not only a moral or strategic choice – it is demanded by the first principles of how complex systems survive. As we will argue, the laws of thermodynamics, information, and evolution indicate that systems either evolve and create new order or they stagnate and collapse. In short, stasis is unsustainable – thriving is imperative.

This paper develops a rigorous scientific basis for the thriving paradigm by integrating two cutting-edge theoretical frameworks. The first is Alfred North Whitehead’s “Law of

Unthinking” (LoU), a concept from 1911 that posits civilization progresses by automating important operations so they no longer require conscious thought. We examine how this qualitative observation can be grounded in physics and biology: conscious cognition is energetically expensive and limited, whereas automated processes (whether taken over by machines or ingrained as habituated behavior) can be executed with far greater efficiency. The

LoU thus represents a strategy by which complex systems conserve energy and cognitive resources – in essence, a thermodynamic driver of societal evolution.

The second framework is the Holographic Negentropic Framework (HNF), a recently proposed meta-framework that synthesizes principles from information theory, thermodynamics, quantum physics, and systems science. The HNF’s core thesis is that any resilient complex system must continuously perform negentropic work – it must extract usable energy or information to create order and counteract entropy – and that it does so by constructing an internal informational model of its environment. The term “holographic” is used in a metaphorical sense: borrowing from the holographic principle in physics (which states that the information content of a volume can be encoded on a boundary surface), HNF suggests that systems encode a representation of the external world at their boundary (for example, a cell’s membrane or an organism’s sensory interface, or in the case of human society, our sensor networks and data repositories). This informational boundary serves as a predictive model of the environment, enabling the system to anticipate changes and coordinate internal responses.

Crucially, HNF explicitly incorporates Whitehead’s LoU as one of its pillars: it asserts that automation (“unthinking” operations) is the mechanism by which negentropic work is efficiently executed. The synergy between HNF and LoU, as we will show, provides a powerful explanatory tool for reimagining environmental governance. By automating and scaling up our capacity to monitor and respond to environmental conditions (LoU) and by structuring this automation around a high-fidelity, physics-grounded model of the Earth system (HNF), humanity can proactively maintain the planet in a state conducive to life.

In the sections that follow, we delve into the foundational scientific principles behind LoU and

HNF (Section 2), then analyze the historical trajectory of human-environment interactions through the lens of these principles (Section 3). We identify three broad eras – Unthinking

Exploitation, Reactive Protection, and Proactive Thriving – that illustrate how the Law of

Unthinking has so far been applied in narrow ways, and how it could be redirected toward a holistic thriving paradigm. Section 4 introduces the concept of an Environmental General

Intelligence (EGI) as a concrete embodiment of the LoU+HNF approach: essentially a planetary

“operating system” that automates environmental management by continuously learning and acting to keep Earth within safe limits. We present an architectural blueprint for EGI and discuss its relationship to first principles and existing technologies. In Section 5, we broaden the discussion to the implications of this shift – including validation of the framework, alignment with existing theories, practical challenges, and ethical safeguards. Finally, Section 6 concludes with a reflection on how an alliance between human ingenuity and the laws of nature can enable a future where civilization and the biosphere thrive together.

## 2. First Principles of Life, Information, and Automation

### 2.1 Thermodynamics, Entropy and Negentropy in Complex Systems

All complex systems, from living cells to human societies, are subject to the fundamental constraints of thermodynamics. The Second Law of Thermodynamics states that the entropy

(disorder) of an isolated system tends to increase over time – colloquially, order decays and chaos grows unless energy is expended to maintain or create structure. Life famously evades entropy locally by being an open system: it continuously consumes high-quality energy and emits waste heat, thereby sustaining pockets of order within an overall increase of entropy in the environment. Physicist Erwin Schrödinger coined the term “negentropy” to describe this process – organisms feed on negentropy to build and maintain their highly ordered structure. In thermodynamic terms, to live and grow, a system must export entropy and import energy or information. Stated differently, any persistently self-organizing system must perform work to reduce its internal entropy (or prevent its increase). This principle underlies everything from metabolism at the cellular level to the vast energy-economic throughput of human civilization.

Importantly, the work needed to uphold order tends to increase as systems become more complex. Human civilization today is an edifice of remarkably low entropy (highly ordered infrastructure, societies, technologies) maintained by prodigious energy flows – fossil fuels, food, electricity – which ultimately dissipate as heat and waste. Our species’ ecological footprint can be understood as the entropy we inject into the environment as a byproduct of maintaining our complex society. The Planetary Boundaries framework – nine critical Earth system processes that define a safe operating space for humanity – provides a useful proxy: as of 2024, scientists estimate that six of nine boundaries (e.g. climate change, biodiversity loss, biogeochemical flows) have been transgressed due to human activity, evidence of anthropogenic entropy production overwhelming the Earth’s buffering capacity.

While the Second Law provides a dire reminder of the cost of complexity, the physics of information offers a complementary perspective that links entropy to knowledge and computation. In the 19th century, Ludwig Boltzmann famously related entropy S to the number of microstates W consistent with a macrostate: S = k_B ln W. In the 20th century, Claude

Shannon introduced a parallel notion of information entropy in the context of communication theory – a measure of uncertainty or missing information. Jaynes and others later showed these concepts to be formally equivalent: entropy is fundamentally a measure of missing information about a system’s microstate. A highly ordered (low entropy) system is one about which a lot is known (low uncertainty), whereas a disordered system carries little information. This deep connection implies that creating order (negentropy) is inextricably linked with information processing – to reduce entropy, one must acquire information and use it to constrain possibilities

(for instance, a refrigerator expends energy to transfer heat out and maintain order, effectively embodying information about temperature differences).

Perhaps the most illuminating bridge between thermodynamics and information is Landauer’s

Principle in computation theory. Rolf Landauer showed in 1961 that information is physical: every irreversible bit operation (in particular, bit erasure) has a minimum energy cost of k_B T ln 2 (Landauer’s bound), where T is the temperature of the computing substrate. This experimentally verified principle means that forgetting information – effectively increasing entropy – dissipates heat. Conversely, any logically irreversible computation increases the entropy of the environment. Landauer’s Principle situates computation firmly in thermodynamics, and it implies a kind of converse: to create information (negative entropy) somewhere, energy must be expended. The upshot for complex systems is that acquiring knowledge, processing data, and making decisions are physical acts that consume energy and release heat. Efficiency in information processing thus directly translates to thermodynamic efficiency.

In summary, the first principles of thermodynamics set the stage: if we want to maintain and improve complex structures (be it an organism, a city, or the entire Earth system), we must continuously invest energy and information to stave off entropy. The larger and more complex the system, the more sophisticated and efficient must be its strategies for gathering information and executing work. This realization motivates the frameworks discussed in this paper: both the

Law of Unthinking and the Holographic Negentropic Framework are, at their heart, about maximizing efficiency of information and energy use in service of maintaining order.

### 2.2 Whitehead’s Law of Unthinking: Automation as an Evolutionary Strategy

Over a century ago, the mathematician and philosopher Alfred North Whitehead articulated a simple yet profound insight: “Civilization advances by extending the number of important operations which we can perform without thinking about them.” This statement, often referred to as Whitehead’s Law of Unthinking, encapsulates the observation that progress occurs when tasks that once required conscious effort become automated, delegated either to machines or to the subconscious. Whitehead elaborated with a vivid analogy: the operations of conscious thought are like “cavalry charges in a battle – they are strictly limited in number, they require fresh horses, and must only be made at decisive moments.” In other words, human attention and deliberate thinking are scarce resources, costly to deploy and finite in capacity. Our brains, though immensely powerful, are metabolic guzzlers: focused cognition is energetically expensive, consuming on the order of 20 watts of power (about 20% of our resting energy intake) despite the brain being only ~2% of body mass. Evolution has therefore endowed us with extensive subconscious automations – from muscle memory in physical skills to cognitive heuristics – to free up conscious bandwidth for only the most critical decisions.

The Law of Unthinking can be interpreted through the lens of thermodynamics and information theory as an engine of negentropy for societies. By automating an operation, we effectively encode information in an external system (a tool, a machine, an algorithm, or even a social routine) such that we no longer need to expend as much cognitive energy each time to achieve the result. This is analogous to creating a low-entropy subsystem that performs a function with minimal variance or uncertainty. For example, once a difficult mathematical operation is encoded into a reliable algorithm or into a user-friendly notation, it can be executed repeatedly with little thought – the heavy cognitive lifting has been done once and “frozen” into the method.

As Whitehead noted in the context of mathematical notation, such innovations “increase the mental power of the race” by relieving the brain of unnecessary work. From a physical standpoint, the initial development of any automation (designing a machine, writing code, training an AI model, practicing a skill) requires a high expenditure of energy and thought – this is an investment of work to lower entropy by creating a new ordered process. Once established, however, the routine can run with far less effort, acting as a stable, efficient channel of action. The net effect is that the throughput of useful work in society increases without commensurate increase in conscious effort or energy cost each time. Civilization, in this view, is a layering of such automations – a scaffolding of “unthinking” processes that accelerates our negentropic capabilities.

Historical evidence of the Law of Unthinking can be seen in humanity’s major technological eras. Each leap in civilization has involved taking a laborious process and making it more automatic, usually by harnessing new energy sources and developing new information/knowledge to do so. In the Paleolithic age, humans had very few “automations” at their disposal – essentially just simple tools and fire. Survival tasks like foraging or hunting were done with the 100% conscious effort of individuals, constrained by the modest 100-200 watts of power the human body can continuously generate. The energy return on investment (EROI) for basic subsistence was around 1:1; nearly all effort went into meeting immediate needs. There was little surplus energy or attention to spare, and accordingly, human impact on the environment was minimal and localized.

With the Agricultural Revolution (~10,000 BCE) came the first significant external automations of work: domesticated animals began to carry out heavy labor (plowing, transportation) and natural forces were tapped (wind, water, gravity in irrigation) for tasks that were previously done by hand. By embedding human intents into domesticated biophysical processes – essentially “programming” animals through training and utilizing river flows for irrigation – societies could produce food surpluses with less day-to-day human thought. This freed up a portion of the population for other tasks (specialization) and allowed the growth of settlements. However, it also started a pattern of unthinking environmental exploitation: early agriculture led to deforestation, soil exhaustion, and erosion. Plato lamented that the hills of

Greece had been stripped of forests, leaving “a mere skeleton of the land” as early as 400 BCE.

In Whitehead’s terms, society extended its operations without thinking about the long-term consequences – the process was automated (farming spread almost as an unconscious cultural algorithm), but the holistic understanding of environmental limits lagged behind.

The Industrial Revolution (18th–19th centuries) turbocharged the Law of Unthinking. The invention of heat engines meant that fossil fuels – stored solar energy from eons past – could be unleashed to perform mechanical work at orders of magnitude greater scale than human or animal muscle. Operations that formerly required coordinated human labor could now be executed by machines driven by coal and oil, from locomotives to factories. Society again

“extended the number of important operations without thinking”: locomotion, manufacturing, illumination, and later computation were increasingly handled by engines and electric circuits rather than human minds or bodies. This brought exponential increases in productivity and wealth – and an exponential rise in entropy expelled into the environment. By the late 19th century, industrial cities were shrouded in smog; by the mid-20th century, the atmospheric CO₂ level had begun a sharp climb, and rivers like the Cuyahoga in Ohio were so polluted with oily waste that they literally caught fire. The externalities of unthinking industrial advance became painfully clear: biodiversity loss, toxic emissions, resource depletion, and other degradations were the flip side of efficiency gains.

In summary, Whitehead’s Law of Unthinking describes a dual-edged sword. On one edge, it is the fundamental mechanism of progress – the reason a modern technologist can leverage the power of millions of prior human-hours of innovation (now embedded in software, machines, institutions) to achieve in a day what once took years of manual effort. It represents a compounding negentropic force, each generation building additional layers of automatic complexity. On the other edge, when applied narrowly (e.g. focused purely on economic production or short-term gains) and without broader foresight, it leads to accelerated entropy export to the environment – effectively transferring disorder and costs outward in space and time. The automation of manufacturing and resource extraction, unguided by ecological wisdom, gave us material abundance at the expense of ecological stability. This observation sets the stage for why a new paradigm is needed: the solution is not to halt the Law of Unthinking, but to redirect it toward managing and healing the very environmental systems we have put at risk.

### 2.3 The Holographic Principle and Informational Governance of Systems

The Holographic Negentropic Framework (HNF) extends the above ideas by asking: what kind of architecture allows a system to maximize negentropic work and remain resilient in the face of disturbances? It draws an analogy from a deep principle in theoretical physics – the holographic principle – and links it to how living and intelligent systems adapt. In physics, the holographic principle emerged from the study of black holes and quantum gravity, notably through the work of Bekenstein, Hawking, and later the AdS/CFT correspondence in string theory. It was found that the information content (entropy) of a black hole, paradoxically, is proportional not to its volume but to the surface area of its event horizon. This led to the conjecture that any region of space can be described by information encoded on its boundary. In the well-known AdS/CFT duality, a 3D volume with gravity (a kind of bulk system) is exactly described by a 2D boundary theory without gravity – like a hologram, the full depth of the volume is captured by a lower-dimensional projection.

HNF borrows this notion to propose that effective complex systems act as if they encode a model of the outside world on an information-rich boundary layer. For a biological cell, one could view the cellular membrane and its receptors as a holographic boundary – it contains embedded information (in molecular structures) about what substances belong inside vs. outside, and it mediates all sensing and action for the cell. The membrane, in effect, models the cell’s environment (nutrient gradients, threats, signaling molecules) and triggers appropriate internal responses. For an organism, the senses (eyes, ears, skin, etc.) and brain interface constitute a boundary where information about the external world is continuously encoded into neural states

(a “world model”) which then guide the organism’s behavior. In neuroscience and cognitive science, this idea appears in different guise as the “predictive brain” or Free Energy Principle, where the brain is seen as an approximate Bayesian model predicting sensory inputs and minimizing prediction errors (free energy) to maintain homeostasis. HNF resonates strongly with this: it is essentially a generalization to all scales that any system surviving over time must have some way of encoding the state of its environment and predicting changes, otherwise it cannot reliably anticipate and counteract threats to its integrity.

What does encoding a model on the boundary accomplish? It maximizes the efficiency of information use. A hologram has the property that every piece of the holographic plate contains information about the whole image; likewise, a robust system’s boundary can be redundant and distributed, ensuring that no single breach or gap causes total loss of knowledge. HNF suggests that resilient systems often have distributed, error-correcting information architectures, akin to holographic codes. This could explain, for instance, why ecosystems encode information in

DNA across many species and individuals – the “memory” of the ecosystem (how to function, how to respond to climate, etc.) is not in any one organism but spread out, so the system can recover from perturbations (a parallel to how a hologram can be broken into pieces and each piece still contains the whole image at lower resolution). Similarly, human civilization’s knowledge isn’t stored in one big brain; it’s encoded across libraries, the internet, and minds globally. The more distributed and interconnected this knowledge web is, the more resilient our species is to local shocks (though global connectivity has its own failure modes). Holographic encoding maximizes negentropy by preserving information and allowing flexible, local access to it. It also naturally creates a form of requisite variety (in Ashby’s sense; see Section

5) because a high-fidelity model of the environment inherently contains a wide range of possible states and responses encoded within it.

To make this more concrete, consider a planetary-scale system – like the global climate or the biosphere – which we may wish to govern intelligently. HNF would say: to effectively manage the Earth system, one needs to build an informational boundary around it that encodes the relevant state of the entire planet. In practice, this means comprehensive monitoring: satellites measuring the atmosphere, ocean buoys sensing temperature and chemistry, land sensors tracking moisture and biodiversity, etc. Indeed, in recent years scientists have begun developing the concept of a Digital Twin of Earth, essentially a real-time computerized model of the planet fed by sensor data. This is a direct instantiation of the HNF idea – a “holographic screen” onto which the Earth’s vital signs are continuously projected. If achieved, a digital Earth model would allow simulations of interventions (e.g. what if we plant a billion trees here, or reflect sunlight there?) to see outcomes before implementing them, much as a brain simulates possible actions via imagination. The digital twin thus serves as an analogue to the “boundary” in the holographic principle, encoding the bulk (the actual Earth).

Crucially, HNF couples this informational structure with the Law of Unthinking: once the planetary model exists, automated agents (AI algorithms, autonomous decision systems) can be deployed to act on that information rapidly and without constant human deliberation. In other words, the digital twin (informational boundary) plus AI (automated decision-maker) together form a closed-loop control system aiming to reduce the entropy of the Earth system (maintain stability). This mirrors how, say, your body uses autonomic processes to regulate temperature or blood chemistry without you consciously thinking about it. HNF suggests extending such cybernetic logic to the largest scales: a planetary management system that anticipates and counteracts dangerous trends (like greenhouse gas buildup or ecosystem collapse) unthinkingly, i.e. as a matter of course, in the background of civilization.

In summary, the Holographic Negentropic Framework provides a theoretical scaffolding to design negentropy-maximizing systems. It says: use holography (broadly defined) to capture the state of the world in a durable, distributed way, and use unthinking automation to constantly compare that state to desired goals and correct course as needed. In the next section, we will explore how combining this with Whitehead’s principle paints a trajectory for human societal evolution – one that uses our unparalleled technological capabilities to not only protect but actively regenerate our environment.

## 3. The Unthinking Trajectory: Exploitation, Protection, and

Thriving Equipped with the above principles, we can reinterpret the history of humanity’s relationship with nature as a three-act narrative, each defined by how the Law of Unthinking was applied and the resulting impact on planetary entropy. These eras might be termed: (1) Unthinking

Exploitation, (2) Conscious Regulation (Protection), and (3) Unthinking Thriving.

Understanding these stages helps clarify why we are at an inflection point today and how the next paradigm might unfold.

### 3.1 Era I – Unthinking Exploitation: Automation without Environmental

Foresight The first era corresponds roughly to the Industrial Revolution up through the 20th century, when

Whitehead’s Law of Unthinking was primarily channeled towards economic production and conquest of nature, with little regard for ecological limits. During this time, society harnessed one automation after another – steam power, electricity, chemical synthesis, mass production, digital computing – in what seemed an unstoppable cascade of progress. This unthinking advance, however, was “unthinking” in more than one sense. It not only relied on unconscious/automatic operations to increase productivity, but also proceeded without holistic thought about long-term consequences. The environmental catastrophes we face now are largely byproducts of this era, not accidents but predictable externalities of applying the LoU in a narrow, short-sighted way.

By maximizing output and efficiency for human ends alone, we inadvertently treated the environment as an infinite entropy sink. Pollution, resource depletion, habitat destruction – these were essentially the excess entropy of industrial processes dumped out of sight and out of mind.

For example, the drive to automate transportation gave us cars and trucks (a boon to human mobility), but cumulatively they emitted billions of tons of CO₂, warming the climate. The automation of agriculture with synthetic fertilizers and mechanization fed billions, but also led to fertilizer runoff causing dead zones in oceans and loss of soil health. In HNF terms, we built a powerful “unthinking” machine (industrial civilization) with no adequate model of its environment – a recipe for overshoot. This era reached its peak by the mid-20th century, when the signs of environmental strain could no longer be ignored (cities choked with smog, rivers catching fire, species extinctions, etc.).

Yet, it must be emphasized that the achievements of Era I were real and hard-won: global life expectancy doubled, living standards rose, and technological wonders proliferated. The mistake was not the use of automation per se (which is inevitable if we want progress), but the lack of feedback loops to moderate that automation. In control theory terms, we had a positive feedback

(economic growth via technology) with delayed or missing negative feedback on environmental impact. This realization set the stage for the second era.

### 3.2 Era II – Reactive Protection: Conscious Effort to Restrain Entropy

The latter half of the 20th century and early 21st century ushered in Era II, where society – belatedly awakened to the costs of unbridled exploitation – attempted to put on the brakes.

Environmental regulations, international treaties, protected areas, and sustainability initiatives are hallmarks of this period. We describe this era as “conscious regulation”, because it largely involved conscious, deliberate effort by governments, scientists, and activists to monitor and limit the damage. In terms of the Law of Unthinking, this was almost a reversal: instead of extending operations we need not think about, Era II often demanded more thinking about processes that were previously mindless. Companies now had to track their emissions and waste, file reports, and comply with complex rules; developers had to conduct environmental impact assessments; consumers were asked to recycle and conserve. A vast global bureaucracy of environmental management grew, from the U.S. Clean Air Act and Environmental Protection

Agency to the international frameworks like the Montreal Protocol and Paris Agreement.

While undoubtedly necessary, this approach has been cognitively and economically burdensome. The regulatory frameworks are essentially an added layer of conscious oversight draped on top of the industrial system – a giant manual control mechanism attempting to counteract the unwanted outputs of Era I. As a result, businesses often experience environmental compliance as costly friction, and governments struggle with enforcement. By the 2010s, tens of thousands of environmental rules existed worldwide, and entire industries (consultants, lawyers, auditors) thrived on helping organizations navigate these requirements. In effect, we slowed the

“unthinking” engine of industry by introducing many thinking checkpoints. This was arguably a necessary brake to avoid complete collapse, but it is inherently limited in speed and scope. Human attention and administrative effort are finite, as Whitehead’s cavalry charge analogy reminds us. Moreover, a regulatory approach tends to be reactive – rules are put in place after a problem has become evident (e.g., toxic DDT pesticides, the ozone hole from CFCs, etc.), often lagging behind emergent threats.

However, as computing and artificial intelligence advanced, a transition within Era II itself began to occur: the rise of “agentic automation” in environmental management. In recent years, we see early signs of the Law of Unthinking being applied to the regulatory process itself. For example, remote sensing satellites and machine learning algorithms can now automatically detect illegal deforestation or pollution events, reducing the need for on-site human inspection.

Environmental data management is being streamlined with AI, predicting non-compliance or ecological risks before they happen. Companies are deploying AI systems to optimize energy and resource use for both cost and environmental benefit, essentially automating some aspects of corporate sustainability. Jed Anderson (2023) dubbed this inflection point the “Agentic Shift”, noting that many traditional, labor-intensive practices in environmental consulting and compliance are poised to be made automatic by AI. In short, the regulatory paradigm itself is starting to incorporate unthinking operations – monitoring, analysis, even enforcement actions can be partially automated. This improves efficiency and could significantly lower the costs of environmental protection by turning a painstaking manual process into a faster, adaptive one. It foreshadows the next era, because it creates a cognitive and economic surplus: as AI shouldered more of the compliance burden, human and financial capital can be redirected.

Despite these improvements, Era II’s fundamental goal was still defensive – to restrain the excesses of Era I. Even with AI enhancements, a system focused on “sustainability” is often trying to maintain a status quo or minimize harm, not create new value or restore what was lost.

It is akin to a medical treatment that manages a disease but cannot cure it. Given the accelerating pace of global changes (climate, population, technology), many scholars began arguing that simply aiming for no further loss – no collapse – is too modest and likely unattainable. The laws of physics and the lessons of evolution suggest that a dynamic, adaptive approach is needed. This brings us to the cusp of Era III.

### 3.3 Era III – Proactive Thriving: Aligning Automation with Biospheric

Flourishing Era III represents the paradigm that this paper advocates and seeks to scientifically underpin: an age of proactive, automated thriving. In this future (which is already emerging in nascent forms), humanity leverages the full power of the Law of Unthinking in harmony with the Earth’s life-support systems. Rather than viewing environmental management as a constraint or cost, it becomes an arena of innovation and growth – a positive-sum project to enhance planetary health, analogous to how previous eras enhanced human material wealth. The key difference is the shift in goal function: from maximizing industrial output to maximizing planetary resilience and prosperity for all life. Fortunately, these goals need not be in conflict – a stable climate, healthy ecosystems, and sustainable resource cycles ultimately benefit human well-being and economies.

The challenge is redesigning our systems so that doing what is good for the planet is the path of least resistance, accomplished through automated optimization.

What might this look like? In concrete terms, Era III would be characterized by infrastructures and institutions that by default take actions that regenerate ecosystems, balance carbon cycles, and maintain biodiversity – without requiring constant human intervention or moral exhortation.

Just as today’s thermostats automatically regulate building temperature, tomorrow’s “Earth systems thermostat” might automatically regulate greenhouse gas levels via direct air capture or other geoengineering techniques (within safe limits and under careful oversight). Agricultural lands might be managed by fleets of AI robots that optimize soil health and carbon sequestration while producing food, essentially farming in an ecosystem-synergistic way. Supply chains and circular economies could be orchestrated by digital platforms that minimize waste and ensure materials are recycled, with humans only supervising the high-level objectives. Urban infrastructure might autonomously adjust to enhance wildlife corridors, water retention, and climate resilience, guided by continuous environmental sensing. In essence, many tasks of restoration and stewardship that currently rely on volunteerism, underfunded agencies, or sporadic projects could become ingrained, automatic functions of society’s core operating system.

To illustrate the shift, consider a forest ecosystem that has been degraded. Under the old paradigm, one might designate it a protected area (no further exploitation) and perhaps do a onetime replanting effort – then hope for the best. In the thriving paradigm, that forest could be monitored by drones and sensor networks for indicators of forest health; whenever a section shows signs of stress (drought, disease, fire risk), automated systems could trigger targeted responses such as cloud seeding for rain, activating irrigation from nearby reservoirs, planting climate-resilient seedlings, or selectively culling invasive species – whatever local ecologists have determined beneficial. Much of this could be overseen by an AI that has been trained on ecological data and scenarios, always “on duty” in an unthinking way to maintain and improve the forest’s condition. The cost of such active management would be a fraction of the economic value the forest provides (in carbon sequestration, water regulation, recreation, etc.), especially once the technology matures, making it a net gain. Multiply this concept by every forest, grassland, river, and ocean, and one begins to see a picture of a managed biosphere – not managed in a heavy-handed monocultural way, but in a nuanced, adaptive, and locally customized manner that supports natural dynamics. This is the grand vision of environmental thriving: a planet where both technology and ecology co-evolve symbiotically.

From a scientific standpoint, Era III demands the integration of LoU and HNF at planetary scale.

Automation (LoU) must be directed by a planetary model and objectives (HNF). It implies developing a global “nervous system” and “brain” for the Earth – a topic we explore in the next section via the concept of Environmental General Intelligence. It also implies new economic and political paradigms. We must measure progress not just by GDP or industrial output, but by metrics of planetary well-being (for instance, how far we are from each planetary boundary, or how much net ecosystem functionality is being added each year). The Law of Unthinking suggests that once these metrics and management processes are formalized, they can be largely handed off to automated systems which tirelessly work to optimize them. History shows that when humanity sets a clear goal and automates its pursuit, we achieve astonishing feats (consider the optimized production in the “Green Revolution” for agriculture, albeit with issues, or the rapid digitalization of communications). The goal of thriving elevates environmental quality as an explicit target for such focus.

It is important to acknowledge that Era III is only in its infancy. Pockets of this future can be seen – for example, reforestation drones that plant trees automatically, or AI being used to design more efficient solar energy farms, or nascent climate-intervention technologies under study. A fully realized planetary management AI does not yet exist. However, as we will outline, many enabling components are rapidly developing. The coming together of ubiquitous sensing

(Internet of Things, remote sensing satellites), big data and machine learning, and advanced modeling of Earth systems all point toward the technical feasibility of an automated guardianship of the planet. The HNF provides a theoretical rationale for why such a system is the next logical step in our civilizational strategy: to survive and grow, we must get better at negentropic work, and that means smarter information processing and more efficient automation on a global scale.

In short, to thrive, we must unthink the right things: we must take the arduous, complex task of balancing a planetary ecosystem and turn it into something achieved routinely, in the background, as a matter of course.

In the next section, we turn to how exactly we might build the capacity for Era III – detailing the concept of an Environmental General Intelligence (EGI) as a manifestation of LoU+HNF, essentially an AI-based orchestration platform for planetary thriving.

## 4. An Architectural Blueprint for Environmental General

Intelligence (EGI)

To bridge the gap between theory and practice, we present a high-level design for a system that embodies the principles of both the Law of Unthinking and the Holographic Negentropic

Framework. We call this system an Environmental General Intelligence (EGI) – referring to a notional AI or cybernetic network with general problem-solving abilities directed towards environmental stewardship. The EGI is conceived as the “brain” of an automated planetary management system, analogous to how the human brain integrates sensory information and directs bodily responses to maintain homeostasis. Here, we outline the major components of an

EGI and how they map to HNF’s conceptual pillars, and discuss the current state of the art and prospects for each component.

HNF identifies four key elements in a negentropic, holographic system: (1) the Bulk (the system’s interior or volume being regulated), (2) the Holographic Boundary (the informational interface encoding the system’s state), (3) the Negentropic Regulator (the core engine or intelligence that uses the information to make decisions), and (4) the Negentropic Work (the actions or outputs that actually reduce entropy in the system). Table 1 summarizes how each of these abstract components would be instantiated in the context of a planetary EGI, drawing an analogy to their physical counterparts in the holographic principle.

This architecture can be visualized as a closed loop: the sensor networks and digital twin continuously feed the EGI AI with the state of the planet (informational boundary); the AI core performs computations (predictions, optimizations) to identify where entropy is rising or thresholds are at risk; and then issues action directives to various human or machine actuators – for instance, sending signals to power grids, industries, governments, or autonomous machines to adjust operations in ways that steer the Earth system back toward desired bounds. Those actions in turn change the state of the environment, which is picked up by sensors, and the cycle repeats.

Essentially, it is the planet that is being kept in homeostasis, analogous to an organism’s physiology, but with conscious human values defining the “desired state” (e.g., staying within planetary boundary limits, maximizing biodiversity, etc.).

It is worth noting that this concept aligns with several existing ideas in systems science and governance, albeit integrating them in a unique way. Cybernetics pioneers like W. Ross Ashby long ago envisioned adaptive regulators for complex systems, encapsulated in his Law of

Requisite Variety: a controller must have as much variety (complexity of states/responses) as the system it aims to control. The EGI’s digital twin and AI can be seen as an attempt to satisfy requisite variety by containing a rich model of Earth – effectively the variety of the world encoded in information. The design also resonates with the concept of a “Global Brain” (a metaphor in futurism and network science where humanity’s networks and AI form a collective intelligence overseeing the planet). Unlike a mystical Gaia hypothesis (Mother Earth magically self-regulating), here we propose an explicit engineered system to facilitate planetary selfregulation, grounded in hard data and algorithms.

### 4.1 Sensors and the Digital Twin (Holographic Boundary)

The foundation of the EGI is measurement. “If you can’t measure it, you can’t manage it,” the adage goes, and in this context it means deploying an unprecedented array of environmental sensors to capture the state of Earth’s critical processes in real time. Fortunately, the technology for this is rapidly maturing. Remote sensing satellites can now measure everything from atmospheric composition (greenhouse gases, pollutants) to ocean color (a proxy for plankton and thus marine food webs) to land-use changes with high frequency. On the ground, the Internet of

Things (IoT) has given us cheap sensors for temperature, humidity, soil moisture, water quality, etc., which can be scattered across landscapes or mounted on drones and autonomous vehicles.

Even living organisms can serve as sensors (e.g., bioindicator species or swarms of insect drones). The vision is a planetary skin of instrumentation – a dynamic mosaic that might include tens of millions of sensors reporting data on variables relevant to the nine planetary boundaries and other health indicators.

All these data streams feed into the Digital Twin of Earth (DTE). A digital twin is essentially a high-fidelity simulation that mirrors a physical system. Industries use them to monitor machinery or buildings; here, the DTE would be an ensemble of models replicating Earth’s subsystems.

Rather than a single monolithic model (an intractable task given the complexity), the DTE would likely be a network of coupled models – climate models, hydrological models, ecological models, economic models – all exchanging information, much like different organs in a body.

Advanced data assimilation techniques (the same kind used in weather forecasting to incorporate new observations) would ensure the models stay aligned with reality as sensor inputs come in.

The DTE thus encodes the state of the Earth at any given time on this informational substrate, much as HNF posits encoding on a boundary. It is “holographic” in that any local region’s data is also contextualized by the whole (the models enforce physical laws and connections, so, e.g., a change in the Amazon rainforest model might impact the global climate model through atmospheric teleconnections). The completeness and resolution of this twin will grow over time

– initially it might be coarse (global grids of tens of kilometers and only basic variables), but with exponential data growth and computing power, one can imagine approaching something like a meter-by-meter simulation including biological and social dynamics, essentially a living mirror of Earth updated in real-time. Ambitious projects like Destination Earth (DestinE) initiated by the EU are already working in this direction for climate and weather extremes.

### 4.2 AI Core and Decision-Making (Negentropic Regulator)

If the sensor network and DTE provide the eyes and nervous system, the AI core of the EGI is the brain. This AI would be tasked with continuously analyzing the deluge of data to diagnose problems and recommend (or directly execute) interventions. The requirements for this AI are demanding: it must integrate information across disciplines (climatology, ecology, economics, etc.), function under uncertainty, and handle novel situations – hence the term “general” intelligence. It may not be a single monolithic AI, but rather an architecture of specialized components overseen by a coordinating intelligence. For instance, one could envision a hierarchical system where local AI agents manage regional issues (like a river basin’s water usage or a country’s energy grid balancing) and report to higher-level agents that ensure global constraints are satisfied, somewhat analogous to Panarchy’s nested cycles of management.

Modern AI techniques that would likely be involved include: machine learning for pattern recognition (to detect anomalies or trends in the data), probabilistic modeling and Bayesian inference to manage uncertainties and update beliefs as new data arrives, and optimization algorithms to explore various scenarios and find strategies that meet targets (e.g., emissions pathways that keep warming below a threshold). A particularly relevant framework is active inference, an approach from cognitive science where an agent tries to minimize the difference between its predicted world state and the actual state by taking actions (essentially Friston’s Free

Energy Principle in action). An EGI could employ active inference at a planetary scale – it has a set of preferred states (e.g., all planetary boundary variables in the safe zone) and it takes actions to minimize deviation (the “surprise” or free energy) from that goal. This aligns perfectly with

HNF’s view of negentropic work: the AI is trying to reduce the entropy/information surprise in the Earth system by steering it towards stability.

Large Language Models (LLMs) and other AI that have emerged recently can also play a role in the EGI core, especially in interfacing with humans. For example, an LLM fine-tuned on environmental science could digest the outputs of the technical models and translate them into recommendations for policymakers or explanations for the public, bridging the gap between complex data and human understanding. Moreover, as decisions often involve value judgments and local stakeholder inputs, the AI must not be a black box that overrides human agency.

Instead, it serves as an intelligent assistant that offers options and likely consequences, while final decision-making in many cases will remain with human institutions – at least until trust in such systems is well established.

One might question: is such a general AI for environment actually feasible to build? While it sounds futuristic, many components exist in rudimentary form. Climate model predictive systems, AI-based disaster forecasting, and resource management algorithms are active areas of research. The challenge is integrating them with broader socio-economic models and scaling the computation. However, given the rapid progress in AI (e.g., the advent of AI systems that can beat humans at complex games or code generation), it is not far-fetched to imagine that within a couple of decades an AI could “beat humans” at the game of managing planetary sustainability – simply because the data volume and complexity outstrip unaided human cognition. Indeed, startups and research consortia have already begun pursuing pieces of this vision; for instance, initiatives with names like “Earth AI” or “Climate AI” are cropping up. There are reports of an

“Earth Systems AI” being contemplated that would unify climate modeling with economic policy levers. The first company to explicitly brand itself as working on EGI has even received venture funding, underscoring that this concept is transitioning from academia to implementation.

### 4.3 Intervention Systems and Actuators (Negentropic Work)

Finally, the EGI must connect to the levers of change in the real world. Information and analysis alone do not reduce entropy; actions do. We group these under Negentropic Work – tangible interventions that the EGI can prompt. These range from physical interventions (like activating carbon capture machines, modifying dam releases for river flow, seeding clouds for rain, adjusting crop planting schedules, or even geoengineering like stratospheric aerosol injection if ever deemed necessary) to policy interventions (such as advising governments to implement or adjust a carbon tax, or to create marine protected areas at certain locations, etc.). Some interventions could be fully automated – for instance, a smart grid already autonomously shifts energy loads and storage to accommodate fluctuations in renewable energy. One could imagine extending that autonomy: e.g., if the AI predicts a heatwave and power surge, it could preemptively cool key urban areas at night, or reposition electricity supply, without awaiting political directives.

Other interventions will require human coordination. The EGI might flag that a particular fish population is nearing collapse and recommend a temporary moratorium on fishing in that region; it would then be up to authorities to enforce that. Over time, as trust and reliability grow, more of these decisions might be pre-negotiated in charters, allowing the AI some discretion (similar to how central banks have rules, e.g., to adjust interest rates in response to certain economic indicators). In effect, society could set “safe operating rules” that the EGI is empowered to enforce in real-time, subject to oversight.

The scope of potential negentropic actions is vast. Table 1 (fourth row) gives examples of key domains: climate engineering (e.g., carbon dioxide removal, solar radiation management trials), circular economy measures (automating recycling, waste reduction systems), sustainable agriculture (precision farming that regenerates soil, guided by sensor feedback), and broader governance adjustments (like dynamically altering permit levels for resource use based on ecosystem conditions). The unifying theme is proactivity: not waiting for crises, but anticipating and preventing them or turning them into less damaging, more reversible events. For example, if a forest is likely to burn due to dry conditions, a controlled burn (a mild entropy release) might be triggered by the system to avoid a mega-fire (a massive entropy event). If a drought is coming, water use restrictions can be enacted early and targeted to preserve essential ecosystem functions. All these require robust modeling and some confidence in predictions – hence the importance of the AI core’s accuracy and the continuous learning from outcomes.

It is instructive to note parallels in finance and economy: automated trading algorithms long ago took over much of the stock market’s routine operations because they could react faster and manage complexity better than humans moment-to-moment. The EGI is conceptually similar – a planetary “trading desk” balancing the accounts of energy, carbon, water, nutrients, etc., to keep the system solvent. Just as algorithmic trading sometimes goes awry (flash crashes), an environmental AI could err, which is why sandbox testing, fail-safes, and human oversight would be critical in early stages.

To conclude this section, we stress that building an EGI is as much a social and political project as a technical one. Technology-wise, it’s assembling existing trends (IoT, AI, big models) into an integrated system. Socially, it requires an unprecedented level of global cooperation and trust, as well as ethical frameworks to guide the AI’s actions. It may start with coalitions of willing nations or regions networking their environmental monitoring and response systems, and then gradually expand. In Section 5 we will discuss some of the governance principles (like Ostrom’s) that HNF highlights as relevant, ensuring that such a system, while automated, still embodies democratic and pluralistic values.

## 5. Scientific and Strategic Implications

### 5.1 Parallels with and Extensions of Existing Theories

Although the integration of LoU and HNF into an environmental thriving paradigm is novel, it does not arise in a vacuum. It connects to multiple established theoretical frameworks, reinforcing its credibility and offering avenues for cross-validation. We highlight a few key connections:

• Free Energy Principle (FEP) and Active Inference: Originally formulated by

neuroscientist Karl Friston, the FEP states that self-organizing systems (like brains) minimize a quantity called free energy, equivalent to surprise or prediction error, to maintain their order. Active inference is the process of taking actions to fulfill predictions and minimize surprise. The HNF/EGI approach can be seen as a macroscopic implementation of this idea. The planet-wide AI uses a generative model (the digital twin) and acts to minimize deviations from expected safe states (e.g., preventing surprises like a sudden ozone hole or rapid ice sheet collapse). In Table 2 below, we compare HNF with FEP and with Ashby’s cybernetics, illustrating how our framework maps onto these prior ideas. Essentially, HNF generalizes the domain (from brains or machines to planetary systems) and adds the holographic structural emphasis, but the core notion of predictive regulation is shared.

• Cybernetics and Requisite Variety: The Law of Requisite Variety, “only variety can

absorb variety,” implies that a successful regulator of a complex system must have a model rich enough to represent all disturbances the system might face. The EGI’s holographic boundary – the detailed Earth model – is designed to provide that requisite variety in information. Moreover, classic cybernetic devices like Ashby’s Homeostat used trial-and-error adaptation to reach equilibrium. The EGI in simulation can similarly test virtual interventions and learn, analogous to a homeostat on extreme steroids. We might even see evolutionary algorithms employed within the EGI to generate novel solutions (for example, new techniques for carbon sequestration could be “discovered” by

AI experimentation within the digital twin before real-world trials).

• Panarchy (Adaptive Cycle Theory): The adaptive cycle describes how ecosystems and

socio-ecological systems go through phases of growth, conservation, release (collapse), and reorganization. HNF provides a thermodynamic interpretation of this: growth is negentropy accumulation (order builds up), the collapse is entropy release, and reorganization is the search for new negentropic structures. A planetary management approach informed by this could intentionally induce controlled releases and facilitate reorganizations in a way that avoids catastrophic collapses. For instance, allowing some economic sectors to sunset (release phase) while fostering innovation (reorganization) in green sectors is a conscious application of adaptive cycle thinking. The EGI could monitor the “health” of each cycle phase in various subsystems (forest fire cycles, financial cycles, etc.) to ensure resilience – aligning with panarchy’s insight that crossscale interactions (fast cycles influencing slow cycles and vice versa) must be managed.

• Ostrom’s Principles for Managing Commons: Elinor Ostrom’s empirical principles for

successful commons management (such as clearly defined boundaries, monitoring, graduated sanctions, conflict resolution mechanisms, etc.) map intriguingly well onto

HNF’s language. For example, monitoring (Principle 4) is essentially the sensor network and digital twin – you must know the state of the resource commons, which the EGI would automate. Nested enterprises (Principle 8) means governance activities are organized in multiple layers, which echoes the multi-scale design of an EGI (local, regional, global agents). By casting Ostrom’s principles in terms of information and negentropy, we see that communities succeeded when they effectively gathered information and acted on it in an “unthinking” (institutionalized, rule-based) way to keep the resource stable – exactly what EGI would generalize globally. This suggests that far from being a top-down technocratic imposition, the thriving paradigm could incorporate bottom-up, community-driven management, augmented with AI tools. Each community or stakeholder could interface with the larger EGI, contributing local knowledge and priorities, while benefiting from global data and predictive suggestions.

Obviously, we need to constrain objectives to within humane and democratic bounds. This means explicit programming of ethical constraints (like AI not allowed to violate human rights, or cause species extinction deliberately, etc.). It also means involving diverse stakeholders in setting the goals: indigenous peoples, developing nations, future generations (via proxies) should all have a say in what “flourishing” means. The system could even use continuous value learning, gauging public sentiment and ethical discourse to update its utility function.

• Preventing Misuse and Capture: A powerful EGI could be misused if controlled by a

single nation or corporation. It could turn into a tool of domination (e.g., forcing certain countries to do all the sacrificing for global good). Therefore, strong international treaties and safeguards would be needed. Possibly it should be administered by a neutral global body with representation from all regions – an extension of the UN or a new institution specifically for planetary stewardship. The data and infrastructure themselves must be protected as commons – just as we consider the open ocean or Antarctica as global commons, perhaps the global sensor network and Earth twin should be a shared heritage of humankind. This is tricky in a world of competing nation-states, but climate change has shown some willingness to cooperate (Paris Agreement, etc.). We might build on that with a “Digital Earth Charter.”

• Handling Uncertainty and Fail-Safe Mechanisms: The AI will not be infallible.

Therefore, any actions with high stakes (say geoengineering) should have built-in abort triggers if unexpected outcomes occur. Simulations can only tell us so much; reality can surprise us. HNF itself warns that over-reliance on a static model can lead to a “rigidity trap” where the system fails to adapt. This paradigm is nothing less than a reframing of humanity’s role on Earth. Instead of being inadvertent culprits of a sixth mass extinction and climate upheaval, we can strive to become deliberate custodians and co-creators of the biosphere’s future. The frameworks discussed give us both a warning and a hope. But consider how far we’ve come: Within living memory, putting a man on the Moon was a wild dream – until it wasn’t. Solving planetary problems is harder, but we also have far more powerful tools today than the Apollo era, especially in terms of knowledge and connectivity. The

LoU tells us that once we decide on a grand goal, we tend to figure out how to automate the path there. If the grand goal for the 21st century becomes “Achieve a Thriving Planet”, and if this goal captivates the public imagination and political will as, say, the Moonshot or the Manhattan

Project once did, then the unleashing of resources and ingenuity could be unprecedented. The frameworks here offer a scaffolding: they say, focus on information, focus on intelligent feedback, and build structures that learn and self-correct. This is a marked departure from earlier brute-force or piecemeal approaches. It resonates with how nature solves problems – not by single centralized control, but by networks of interaction encoding solutions over time.

We must also acknowledge that the journey will involve trial and error. As Alfred North

Whitehead wisely observed, “Almost all really new ideas have a certain aspect of foolishness when they are first produced.”. The ultimate measure of success for this paradigm will be concrete outcomes: Are we able to restore atmospheric CO₂ to safer levels while providing cheap, clean energy for all? Can we halt the mass extinction and even revive some of what’s lost? Will future cities and countrysides teem with both human prosperity and wild nature, not as adversaries but as integrated facets of the same thriving system? These are lofty goals, but anything less may well be unacceptable. If we fail, the cost is not just environmental—it’s civilizational. If we succeed, the payoff is a stable and abundant world for countless generations, and a model for how intelligent life might manage planets across the cosmos.
